Ukrainian drone manufacturers are producing more drones than the government budget can afford. Kyiv has allocated 40 billion hryvnias ($1.14 billion) for investment in domestic drone production in 2023, a ten-fold increase from the previous year. The number of state-contracted drone manufacturers has risen to over 40, but by November, this number rose to 200, according to Minister of Digital Transformation Mykhailo Fedorov. Lack of sufficient state finances has prevented full procurement, with the cost of Ukrainian drones initially much higher than Chinese drones due to lack of mass production. The government plans to procure at least one million drones in 2024, according to Defense Minister Rustem Umerov.
