Norway’s center-left government, led by Prime Minister Jonas Gahr Støre, announced the most ambitious Long-Term Defense Plan (LTDP) in the country’s history on April 5. The plan proposes a record-breaking $60 billion increase in defense spending over 12 years, strengthening all branches of the Norwegian Defense Forces, with a focus on air defense and border security against Russia.
The LTDP aims to double Norway’s defense budget to over $17 billion by 2036, with key funding proposals covering replenishment of military stocks provided to Ukraine. The plan includes acquiring new frigates, submarines, and surface vessels for the Navy, along with an advanced air-defense solution to enhance defense capabilities.
Norway plans to increase its Army brigades and mobilization forces, focusing on active conflict prevention with over 20,000 additional personnel to strengthen the Armed Forces. The LTDP emphasizes infrastructure investments, educational capacity, and emergency stockpile replenishment to ensure a balanced force structure for growth and defense readiness.
The long-range air defense system and naval strengthening program, including frigates and submarines, represent significant capital investments to protect Norway’s territorial waters against threats. The plan also emphasizes NATO cooperation and the alliance with neighboring Nordic states to ensure long-term security and stability in the region.
