The Space Force has three long-delayed programs: Next Generation Operational Control Segment (OCX); Advanced Tracking and Launch Analysis System (ATLAS); and Military GPS User Equipment program (MGUE). The Office of the Assistant Secretary of the Air Force for space acquisition and integration, led by Frank Calvelli, is pushing the Space Force to develop and acquire new systems faster. These programs face delays and will not be delivering in 2023. For example, OCX has been delayed due to schedule uncertainties and technical issues. The ATLAS capability is set to be delivered next August, despite previous delays. Concerns around performance accountability for contractors with schedule and cost issues have also been raised. Calvelli is working with the Space Force and space acquisition communities to focus on delivering smaller program requirement sets at a faster pace, like the Rapid Resilient Command and Control program (R2C2).
